In fall typically tornadoes occur down along Gulf coast and in November some years in Oklahoma/Texas so yeah it was an anomaly

Illinois actually typically gets more tornadoes in a year than Oklahoma
The reason why it got EF-4 was due to the houses failing at EF-4 winds, they could not withstand the strength of the tornado
The reason for no basements I think, has to do with costs $$. I really can’t think of anything else other than the developers of these subdivisions are doing what they can to make a bigger profit.
Personally, I would never buy a home in tornado country but if I lived in such areas I would definitely want a basement or shelter….

What's weird is that Obama was President in 2013-2014, and Illinois was the state he came from, so you'd think he'd want FEMA to give disaster grant money to them after this tornado.

Survived this tornado and lived in one of the hardest hit neighborhood’s. They did not survey most of the well built homes and thus an ef5 rating was not given due to evident ef5 damage. I saw a new-ish 3 story home levelled with the basement scoured and walls collapsed outward debris wind rowed upstream. This home was extremely well built.
Oklahoma, Texas, and other surrounding areas have less basements due to the kind of soil they have. In a lot of areas its basically just clay, making basements very expensive or pretty much impossible. I'd love to see more above ground shelters for those areas, but obviously those aren't cheap either
